New to the community, and a complete newbie when it comes to building BI Reports.
Some pre-amble... We build our reports in Power BI Report Builder, and within those reports we apply conditional formatting to fill the cell with a noticable colour when some client specific requirement/flag is hit to highlight it to our internal admin team. This I've gotten down.
The problem is that our admin team like what they refer to as an "exception report" where it's basically the same report, but only shows items which have hit those flags.
What I'd like to know, is it possible to build a filter in order to filter out rows which don't contain any non "trasparent" filled rows? I've seen that various predecessors where I work have achieved this several different ways, the most common being a duplicate report. But this problem definitely feels like it could be solved with an expression?

According to your description, you can filter the corresponding rows by setting the parameters.
