Filter data that is in one table but not in the other

Hello, the main problem is when i want to use data, but because the relation table does not have that ID, i can't use the data but is necessary, here is the complete example.
i want to replicate the next excel.

The problem is that as you can see on the left image, FLO1 does not have a total accumulated data, is 0, because of that, it won't let me use the other data of FLO1, when is necessary to use it.

In the previous image, you can see that i can select FLO1 as filter, but in the table won't appear, is any way, to use the data?
