False() in RLS Security Table

If the below DAX filter is on the Region table which is a dimension, why should I add FALSE() against Security Table ?
 
[Region Code] =
LOOKUPVALUE(
       'Security Table'[Region Code],
       'Security Table'[EmailId], USERPRINCIPALNAME(),
       'Security Table'[Region Code], 'Region Table'[Region Code]
)
 
What happens if I don't add FALSE() but add TRUE() or add nothing and leave it blank?

False means the following rules are not visible, True is visible.You can refer to:Row-level security (RLS) guidance in Power BI Desktop - Power BI | Microsoft Learn
