When we open powerbi we keep getting this error.
Some time we can clear the cred but most time we cant do anything, we do it almost everytime we open powerbi. this is affected all users.
PowerBI app is updated to latest version and i have reboot machine, this has been happening for last few months now.
Could this be cause by an gpo?
How does the decrypt cred works?

You can try the following steps:
Step 1) Open a blank PowerBI file. Go to "File" -> "Options & Settings" -> "Options" -> Under Global Settings, choose: "Save and Recover" -> "Open Auto Recovery Folder"
Step 2) When you're in the folder, navigate to the "Power BI Desktop" root (The folder name may be slightly different if you installed from the Microsoft Store). In this folder, you will find a file called "user.zip". Open the file and navigate to the folder "Credentials" and find the file "Credentials.bin" and delete that file

I have try this but its only an temp soluction and now user are really frustrating and they saying that it is happening everyday and doing this is time wast for them

I come across this issue often as well. I understand how frustrating it can be, and I think this may be an organization specific issue. The only "workaround" I have is to go to the Power BI Desktop AppData folder and delete the "credentials" folder.
Go to: C:\Users\USERNAME\AppData\Local\Microsoft\Power BI Desktop
Then click "user", and delete the "Credentials" folder. This should let you open up Power BI
