Failed to Decrypt Credentials (Error Message) - help please, urgent amendment required to report

"The data source credentials could not be decrypted. Please restart the program. If you continue to see this message, you can clear your credentials by clicking on the Clear Permissions button."

I have tried to restart, and I have tried the Clear Permissions button.

The file will not open.

1- Open the file "C:\Users\<user>\AppData\Local\Microsoft\Power BI Desktop\user.zip",
2- Navigate to the folder "Credentials"
3- Find and delate the file "Credentials.bin"

I'm having the same issue.. but do not know of any recovered files.. can you give more details?  what folder? are these files power bi  temp files somewhere?

File - Option & Settings - Options - Diagnostics - Open crash dump/traces folder 
File - Option & Settings - Options - Diagnostics - Clear traces folder

There were some recovered files, when after I deleted them, it opened.
