Well, I can't get rid of the additional 00's in front of my % values. See below,

If 3 is supposed to be 3% then you will need the number itself to be 0.03 since 3 as a percentage is 300%. Divide your numbers by 100 and you should be good to go.
In Power BI when you tell it to make 3, 14, 51, etc. decimals all it does is make it be 3.0, 14.0, 51.0. Then, when you turn that into a percentage it becomes 300%, 1400%, 5100%, etc. You need that actual decimal equivalent of the percentages you want. So 3% is 0.03, 14% is 0.14, 51% is 0.51.

Can you share a picture of what your numbers look like that are set as decimals? If you have 0, 1, 3, 5, etc. then as a decimal that is set to show as a percentage they would appear as 100%, 300%, 500%. If you are looking for 1%, 3%, 5%, etc. then the numbers would have to be 0.01, 0.03, 0.05, etc. If it should be 10%, 30%, 50% then your numbers need to be .1, .3., .5, etc,
