Is it possiple to export table into csv with more than 30 000 rows?
Is it possible to export Matrix into csv ( or another format) with Matrix format?When I export matrix to csv, it will have appearance of table. It is then neccesary to create pivot table in Excel to gain this( matrix) format.

For the first question, you may encounter the issue "Your data is too large. Some data sampling may occur." when export 30 000 rows from Power BI to desktop. Here is a similar issue, please refer to the link below to see the details.

For the second issue, as kcantor said, we cannot keep the matrix format when exporting to CSV. Since the format won't be keeped, in your scenario, you can export your data directly from your database to avoid the first issue.

From my experience, it is not currently possible to maintain matrix format when exporting. It only exports the underlying data from the visualization. This is a short coming of the PowerBI program where Excel's PowerPivot picks up the slack. I generally keep a data model in both just to be able to have a larger, collapsable matrix for some of my consumers. I do, however, remember getting a message that improvements are planned and underway for the matrix and for exporting the data.
