Export Data Option not applying changes (April 2025 Version)

Hello Community,

 

My colleague is trying to make changes to a report, specifically to the Export data option.
Enabled "Allow end users to export data with current layout and summaried data from the Power BI Service or Power BI Server." and clicked OK, but nothing happened — even after waiting several minutes.
The report is only 30MB, so size shouldn't be the issue.

Already tried restarting both the report and laptop/pc, but the problem persists.

Is anyone else experiencing this issue? Colleague is using the April 2025 desktop version.

Thanks for clarifying!
It's important to note that if the Power BI admin portal settings conflict with the report settings for export data, the admin settings override the export data settings.
These considerations and limitations apply to Power BI Desktop and the Power BI service, including Power BI Pro and Premium.
If you find that you can't use this feature, reach out to the report owner and your administrator. They can explain why you can't export data from a particular visual or from all visuals.

I also suggest you to go through Considerartions and Limitations
This will help you take a deeper look as to why you might not be able to export your data.

Hi @ogureisuo ,

Even if Desktop allows export, the Power BI Service (where users consume the report) may restrict it.

Go to the Power BI workspace > Dataset Settings > Permissions, and confirm:

  •  Report is shared with a user role that has Build permission

  • Export is not restricted by admin tenant settings

After publishing the updated report:

  • Open the report in Power BI Service

  • Use the More Options (⋯) menu on a visual and check if Export data appears

  • If not, try these:

    • Re-publish with a slightly changed report name (to force settings sync)

    • Confirm if RLS is applied — export is limited under RLS

    • Ensure no visuals have export disabled individually in their settings

My colleague is trying to export data directly from Power BI Desktop (not from the Power BI Service).

Still unable to change the export settings

If not done already, Try clearing cache and republish the report again.

Thanks for your suggestion, but unfortunately it didn’t resolve the issue. My colleague still isn’t able to change the export option in Power BI Desktop.
