How to create an Export Button so that it ask every time where to save the file?

One way, this can be achieved is by including a parameter to download the file. I am assuming you are placing your file in SharePoint
The Below are the steps
1. Create a button and name it as Export
2. Add a Weblink to the button like shown below using the Action dropdown
In the Web URL, enter the document link. At the end of the link, you can add &download=1
This will open the file in a separate window like a downloadable file as shown below
Have not tried this with other cloud storage options. But you can give it a try
