Exclude/Include data without hardcoding into measure

Hi

I want to create a measure that excludes data without hardcoding specific values into the measure. 

In my organization we have closure reasons. For this example, one of those is if a file is a duplicate. I would like to create a measure that counts the number of closed files excluding duplicates. 

Previously we applied visual, page or report level filters. However, after a recent update on closure reasons we realized that updating the reports to account for this requires a lot of manual work due to the hardcoding of filters.

I would like to create a table that groups closure reasons that I may want to include/exclude and use that to in my measure as a filter. This allows me to make changes if new closure reasons are to be added/taken away from a group. 

I have currnet have two existing tables, one a fact table of files with a closure reason and a dimension table of closure reason. 

Any help here would be appreciated. I hope I explained the situation clearly but please let me know if you need more information.

According to the description of the problem you provided, temporarily did not understand what you want to achieve the effect, you can provide the problem-related data table, the final realization of the effect, and the realization of logic.
