Event Occurrence and Counting

Hi Team,

Could you Please help me to create calculated columns for "Event Span" and "Event Count" Columns in power bi?

Basically I want to create Event windows (3 Weeks) as an when Forecast Units Appears, Tag Column indicates Forecast Units column,
