Error with maps

I have a table of addresses that contains the address (street, avenue etc ...), city and state of my network of stores.

All stores are in brazil, but as can be seen in the image below, the map points to several locations outside Brazil and this is wrong:

And also many points that are in Brazil (pointed out on the map) are incorrect, for example, locality pointed out in one city and it should be pointed at another.

I do not have latitude and longitude information, is this why this error is occurring?

I have already tested with the three types of maps that exist in Power BI but all have similar problems.

How should a map be configured to work correctly?

Power BI Map visual calls Bing map API, the locations in your case are best guess from Bing map. To get better result when using Map visuals, you can reference Tips and Tricks for Power BI Map visualizations.

By the way, you could get accurate result when using latitude and longitude information.
