Based on the error message provided, it appears that your environment is corrupted and therefore Power BI cannot start from a missing dependency library.
Please try the following tools to repair your software environment:
Or as lbendlin said, you can try uninstalling the existing version and then download and install the latest version of powerbi desktop from here.
