Error importing theme file

I am getting a theme import error with this code:

I can't seem to find any problems with the code. Thoughts?

Looks like it didn't like the hex code used for black. When I switched to #000000, it worked fine.

Also, just an fyi- i have tried importing as both a json and a text file- neither has worked.
