What is the data source of this specific report? Is it connected to a semantic model via direct query or live connection? It is possible that there is RLS setup in the semantic model and some of the users are able to view just fine because they have the proper permission, either they've been added to a role or they're at least a member of the workspace where this semantic model is stored.
