Hi @PBI_V2 ,

Based on your problems, here are my answers.

Make sure your Fabric admin has enabled the Invite external users to your organization setting in the Power BI admin portal. Also you need to make sure you have the Guest Inviter role in Microsoft Entra ID to invite external users. You can read this document for a further study: Email subscriptions for reports and dashboards in the Power BI service - Power BI | Microsoft Learn

Make sure the external users have valid email addresses that are supported by Microsoft Entra B2B. Invite the external users to your organization as guest users. Subscribe the guest users to the report or dashboard by adding their email addresses in the Recipients field. You can learn this topic: Solved: Subscribe external users to a report with power bi... - Microsoft Fabric Community

You also need to Note that subscribing others to Power BI content requires a paid license (Pro or PPU). You can also use Power Automate to automate the subscription process.
