I recently moved to a new laptop and set up a new gateway for PBI. I can easily create new reports and refresh them, but when it comes to refreshing an old, complex report, I keep getting "X queries are blocked by the following error: [table] query X references others queries or steps, so it may not directly access a data source. Please rebuild this data combination.
The obvious step I took was to "Refresh All" in data transformation, which usually resolves these issues. I also individually refreshed that specific table from the Data tab, which worked without a problem.
I have also manually refreshed most of the other tables where I was encountering this error, but new errors keep coming up. Sometimes, as in this case, a table I had successfully manually refreshed will throw this very same error when I click Refresh (for all tables).
I know I have access to all tables, as I built them, and there are no issues on data sources side, as I can manually refresh all these tables, but Refresh just doesn't work.
Any ideas what is going wrong and how to fix it?

This issue is usually caused by query dependencies and Privacy Levels in Power BI, especially when migrating to a new gateway. Since manual refresh works but "Refresh All" fails, it suggests a problem with data source combination rules or gateway settings. Try below fixes
1. Check and adjust Privacy levels go to File > Options & Settings > Options > Privacy, Under global settings Check next to Ignore Privacy Levels and potentially improve performance, Under current file select Combine data according to your needs
2 Check gateway Data Source Mappings - On power BI service Go to manage gateways, under settings check each data source is correctly mapped Correctly and there is no error or if it says "Not configured" then re-add it.
3 In transform check if queries are refrencing to other queries, if so remove referencing and try duplicating query instead so that their is no dependency between queries
