Dynamically changing Custom Map Visual Option

Hi, I have a requirement to create a custom US Shape map where boundaries are custom-defined and may change over the period of time. Those custom areas would be based on combination of zip code. i.e. lets say zip code 1-10 will create area 1, zip code 11-15 will be area 2 and so on. Not all the zip code will be covered hence few areas of the map may remain blank which is fine. There is a mapping file / table for this area to zip code; that mapping might change over the period of time but dont expect very frequent change to be honest. 

I am trying to implement a US Shape visual based on reading the area-zip code data. Trying to implement with netive visuals or at least PBI Certified visuals. Any idea what is the optimal way to achive this and also if there is any change in area -zip mapping then there should be no / minimum effort to accomodate that.

Rather consider using Azure Maps vision and setting up a hosted reference layer for it. you can refer to this document.
