Is it possible for PBI to create a dynamic route plan if given a set of criteria?
Building blocks would be something like:
Shipping Depot
Capacity of Container
Hours of service min and max
Window of service for customer (ie. open, close, preferred window)
Assign service days of week, week of month
Balancing the schedule across days and weeks for both time & volume

No, Power BI can't solve vehicle routing optimization natively.
Alternatives:
Python visual with NetworkX or PuLP (import your criteria, export routes as table)
Call Azure Maps/Google OR-Tools API via Power Automate
Embed route visuals (like Route Map custom visual) but optimization happens externally

Not directly. Power BI is mainly a data visualization and analytics tool and not a route optimization engine.
You can analyze routes, schedules, and capacity but creating dynamic route plans based on constraints (capacity, service windows, and balancing) requires an optimization algorithm.
You can use tools like Python, Azure Maps, or route optimization APIs to generate the route plan.
Power BI is a reporting tool. It has limited modeling capabilities but it is definitely not a resource planning tool. It also lacks route planning features - all it can do is show maps and locations on maps (and straight distances between those locations, which is pretty useless in the real world of transportation).
I would think that there are applications available that suit your industry specific requirements.
