I want my data to show dynamically millions or thousands according to their values size(if value is too small,i want it in thousands or if value is big,i want it in millions)without any measure. Is there any way for this?

Unfortunately, Power BI does not provide a function to do that without measure. But only adjust the format of the whole column as the same format. It sounds interesting and submit this idea to power bi ideas web site.

@Anonymous , Usually when using Auto at a visual level it should Auto adjust. Otherwise you can write a logic
like
