@Jenil_Gala - You can use the Narative visual for this. It has fully editable text and can be used to build the narative you want.
The results will then be affected by each users interactions and filtering.

@Jenil_Gala - Yes, the Narative visual can be created on the service as long as the users have permissions to edit the report.
Alternatively they can comments on dashboards or reports if they do not: https://learn.microsoft.com/en-us/power-bi/consumer/end-user-comment

@Jenil_Gala - That's fine, when you use this visual it tries to create an automatic summary of the things you have on the page (if it's a blank page, there is nothing to summarise).
You can just close that box and begin to create your own narrative.
Is there any such feature to add commentary in PBI service if the end users are using only service?

I am getting an error while adding Narrative to Desktop. It says - No summaries found (we don't yet support summarization for any of the selected visuals).
@Jenil_Gala - That's fine, when you use this visual it tries to create an automatic summary of the things you have on the page (if it's a blank page, there is nothing to summarise).
You can just close that box and begin to create your own narrative.
