For some strange reason it appears that my scheduled refresh is disabled. Does anyone have any idea why this may be happening?

Two reason may be
1. Check your Gateway Connection is active and working properly (2nd Option from Top)
2. Check your files Data Source Credential is active (3rd Option from top)

You've answered the fifth one. I have not setup a gateway connection. I am actually trying to find out what it is. So according to @amitchandak a gateway needs to be setup for on premise data inorder for the scheduled refresh to be setup. So I imagine if the data was on the cloud then there is no need. But thanks for bringing that up.
As far as the data source credentials go, the option is greyed out and it is not available for selection at the moment.
