I am having trouble finding a solution to my need. I need to produce a card visualization (or card-like) that presents the disctinct count of elements in a category with the ability to drill through to the next level and provide that level's distinct count of elements. Hypothetical data & sample below. How do I present with drill-through capability the distinct count of Categories (2); Products (4); and Compenents (7)?

So, I don't believe you will get there with a card visualization, no drill down. And I assume you mean drill down, not drill through, because that has a very specific connotation in Power BI and I don't think it is what you want, but might be a solution.
So, what you are going for is something like a single visual that shows

and them drilling down would be:

and then drilling down would be:
