Distinct Count based on Sum of other Column and Group

I have the table below and I'm trying to construct a DAX formula to do the following calculation in PowerBI, but haven't succeeded.

 

Column A,B,C is the actual data, In excel I created a pivot table in F2 column and then created an other table to get the UserID count using FREQUENCY function.

You may try using SUMMARIZE Function to add a calculated table and IF Function or SWITCH Function to add a calculated column.
