Distance Filter on Measure with Placeholder error

I have a formula
Distance (MI) =
7917.5 -- The diameter of the Earth (KM).
* ASIN (
-- Returns the arcsine, or inverse sine, of a number.
SQRT (

POWER (
-- Returns the result of a number raised to a power.
SIN ( -- Returns the sine of the given angle.

) -- PI () Returns the value of Pi, 3.14159265358979, accurate to 15 digits.

* COS (Max(PateintDetailsViewActive[LocLAT]) * PI () / 180 )
* POWER (

I want to use this formula to filter out account numbers where the distance is greater then 25
I used
Potential IOP = calculate(COUNTROWS(PateintDetailsViewActive),MeasureTable[Distance (MI)]<26)
but get an error 
 A function 'PLACEHOLDER' has been used in a True/False expression that is used as a table filter expression. This is not allowed.
 
ANy help would be appreciated. Or if I can write my meausre power query that would easy too..
