I have a Date table as below and some measurements with SalesVolume and the percentage changes example YOY %
How do I show the previous Fiscal Year Week Number YoY % value in a card, example 62.75%

You can filter the previous week by subtracting the current week number by one.
For example, if you need to return sales for the previous week, you can create a measure.
PreviousWeek =
CALCULATE (
SUM ( 'Table'[Sales] ),
FILTER (
ALLSELECTED ( 'Table' ),
[Fiscal Year Week Number]
= MAX ( 'Table'[Fiscal Year Week Number] ) - 1
)
)
