I have this issue too. I don't understand what the trigger is but it seems to be hitting randomly across users. I looked at all the IE 11 options and nothing that I tried corrected the issue. However, I found this article and had IT perform the registry key creation and restarted my computer. Problem fixed.

Hello everyone... I found that some pages could be fixed using the Compatibility View Settings on IE11... but it doens't work with those related with Office 365.
Even that it is not a "solution for IE11", you can use Microsoft Edge on Windows 10 to view Power BI website properly:

Could you please update IE version to latest and have a try again?
