create a Azure Storage Account
Enter the required information and click on "Review + Create"
Create
Download & Install the Azure Storage-Explorer
https://azure.microsoft.com/en-us/features/storage-explorer/
Connect the Azure Storage Explorer to your Azure Account and create a Blob Container.
Set the Public Access Level...
Set the Public read access
Now you can open the container, Upload Files and Copy the URL

I am not getting the embed option. Please see the screenshot below -

the Embed option is only supported in the OneDrive not in the OneDrive for Business library.

It seems like you are using One Drive for Business, the embed option is only supported on One Drive Personal currently.
