Display 'Shared With' Details from SharePoint Online Document Library

I am trying to build a dashboard to keep track of who has access to confidential folders in different libraries across different sites in my tenant.  I am playing with Power BI because I've had some success in the past connecting to Document & Folder metadata.  I have gotten as far as finding the 'SharedWithUsersID' and 'SharedWithDetails' fields, but I can't get the data to actually display.  And even in Power Apps when I try to display data from 'Shared With' I get nothing.  This data MUST be stored somewhere in APIs, but how can I get it?
