Disable Power BI report refresh button for users

Hi, Anonymous ;
There are generally many solutions to disable refreshing, it's not clear to me how your users were added, you can change the user's permissions to viewer. Then only if the admin account is refreshed, other users are refreshed, otherwise it has not been updated.
1. Set the users workspace role to Viewer.Roles in workspaces in Power BI - Power BI | Microsoft Learn
2.Manage permissions to a report or dashboard. and setting reader only.

I have created a report using Direct Query on Kusto Tables from Azure Data Explorer in Power BI and then published the report in Power BI Service. I have added some people as viewers, still they are able to refresh the report.
How to resolve?
