Developer tools on Desktop?

Are the developer tools talked about here only available for the web version of Power BI? It appears that way, but I'd like some confirmation because that seems like an odd decision to me. If so, how come?

Currently, to use custom visual in Power BI Desktop, you'll need to generate a pbiviz file. You may vote this idea up or leave a comment on GitHub as well.
