Hello,
I would like to set up my desktop Power BI client to emulate an A1 embeded Power BI licience. That is I want to limit my CPU and memory to the constraints of the A1. I want to do this because I am consistantly getting Resource Governace error when I refresh my published PowerBI reports; however I ponly get the errors after I publish them to my A1 workspace.
If I configure my desktop client to emulate the A1 memory and CPU, it should help me fix the resource error before I publish the report.....does that sound accurate?

This often happens when your dataset require more memory than available memory in the premium capacity.
You could refer Data reduction techniques for Import modeling - Power BI | Microsoft Docs to reduce your dataset size.

Here're some other advice for you to optimize your data
1. Please try to turn off the 'relationship detect' options to disable auto detect the table relationships.
For reference: Create and manage relationships in Power BI Desktop
2.If there are some date type column in your Sample. In the Options and setting disable Auto Date time option ,

3. How many records are your data table hosted? Any complex expressions calculation(multiple iterators, nested cross table looping calculation ....) and advanced operation(merge, combine, reference, invoke custom functions, recursion...) existed in Dax or query editor side?

They may affect the performance and spend a huge amount of system resources.

4. You can try to use Query Diagnostics or Performance Analyzer to monitor your Power BI performance.

Not sure that accepted answer is really a solution, it's a different question.
It's a nightmare trying to optimise large reports to meet restricted capacity during refresh - there's no way of accurately measuring or analyzing, just hit and hope. I would love to be able to solve this to reduce costs.
