Deriving a variance between a measure for a specific location versus the average of that measure

Hi All, 

 

Help appreciated solving a Power BI data manipulation issue. 

 

I have a table with multiple columns that i have successfully turned into multiple measures by grouping different collections together to get a range of different totals.

The measures are AverageX, so I can slice the data at a location level, or grouped by region or nation or by any other filter.

 

Now I would like to work on Gap analysis, so, for one measure how does any individual location's result compare to the average for that measure.

Ideally the average being used would be dynamic, i.e Location vs national average, or regional average, or average sliced by infrastrucutre on site etc.

You cannot measure a measure.  Re-implement the entire business logic in a new measure.
