Date relationships with more than one table - some info missing

Relatively new to Power BI.  I am trying to create a new dashboard and it is not populating all the information.   To set the scene, I have a central date table with the usual fields (date, year, quarter etc), I have made this a date table.  I am trying to link this to two transaction tables (say called Finance and Operational).  the finance table only has a limited number of dates in it, and then the Operational table contains more transactions with a wider range of dates.

I have tried to link both transactional tables to the date table on the same Power BI page, but it only returns the dates that exist in both tables, ie. doesn't return results for dates in the Operational table but not in the finance table.  Both should be One ("date") to Many relationships, and I have tried a few different ways, but nothing seems to work.  In the below example there is only one row in the finance table (bottom) for 1 March 2023 but there are many more rows in the other project table in the middle.  I have added any filters / slicers for date as far as I am aware.  Thank you.

Ideally, relationships should flow in a single direction. Bi-directional relationships involving multiple tables can often create ambiguity when additional relationships are introduced, which prevents their creation.
