We've have a dataset that uses the dd/mm/yyyy as the date format. However, when someone connects live to the dataset, the report shows the date format of their locale. So sometimes reports show mm/dd/yyyy.
The date format settings in my computer are dd/mm/yyyy. But when I take over these files, they still show mm/dd/yyyy. Is there a way to change this? The only way I've found is to start a new file and copy/paste, but some our files have many pages with many measures and that's too time consuming. Users have started complaining because the reports in the app are showing different date formats.

Where the scenario appears? Desktop or Service side? If you mean the service side, the default style should be based on the service region settings. You can check the setting to confirm this.
If you mean power bi desktop side, please check if you enabled the custom formatting string on your date value or they will refer to the system locale and region settings.
