Power BI default slicer doesn't support date hierarchy. You can use Timeline slicer custom visual or hierarchy slicer to display date hierarchy.

Right click the DOI again in the VISUALIZATIONS -> Vales section and select Date Hierearchy.

Date Hierarchy is selected (see screenshot below).
I clicked the "x" next to Month and Day under the date hierarchy for "DOI" (shown below) which removed Month and Day from the hierarchy list. Year is still showing.
How do I get Month and Day to appear again under DOI?

AFter you removed the Month and Day , if you select the Date Hierarchy option, it should bring back the Month and Date.

I think slicers only allow the Year from the incident date hierarchy.
However, Raj's solution does work for charts.
