When I set data labels position to outside end there is overlaping beetwen label and bar and it is looking awfully.
There it is even worse, all this numbers are 39, but you can see only 9 everywhere:
Is there some fix for this? Setting x-axis end to fixed number is not a solution, because I want to filter my data and axis to change when I filter.

For your case, it is that you set data label position is "Outside End", but the size of the visual is not big enough to show the whole data label outside end for that bar, so it will lead to this problem.
So there are two ways for you to try:
1. Increase the size of this visual.
2. set data label position is "Auto"

1. That visual width is already set to half a width of whole page, so increasing width is not good solution.
2. When I set position to auto it is working fine only if I am using default label color. If i want to change label color everything mess-up again.

1. Ok, if so, you need to change Scale type from Linear to log or custom End that is two calibration bigger than max value of bar.
Because top near close to the end of x-axis, so it will lead to this problem.
2. Yes, if you use custom color, when datalabel is inside of a bar, the color will not change to white, only default label color could get it.

log axis is not as intuitive as linear for a lot of people, so I want to use linear axis. And for fixed axis end, that is not solution because there is a slicers on the page, and when the data is filtered that bar chart would not look good

Yes, I also would suggest you use solution 2 as above, and use default label color for it.

Try to enable the "Show background" and "Overflow text"

@nandukrishnavsEnabling show background does not help, and overflow text option is missing when outside end position is checked.

@nandukrishnavs, that is ok solution for clustered column chart, but it can not be used for clustered bar chart because there are no clustered bar chart and line chart combo.
