Data in Table visual does not match with bar chart

Thanks for the reply from PhilipTreacy , please allow me to provide another insight:
In Power BI Desktop, if the data you put into Visual is the same, then the data is automatically aggregated.
So you need to put [Account ID] into Visual to form each individual line.

In the file you linked, it opens with a column chart. If you change the visual from column to table, there is still only 1 city shown, Chicago. That's due to the visual level filter.
In the image you initially posted, that filter can't have been applied to the table.

PhilipTreacy Let me add the steps I am following:
1. This is the column chart in my attached file:
2. Convert the column chart to table:
3. Change the column "Count of Student ID" to "Dont summarize":
4. This now displays 2 rows, Chicago and Orlando.
Ideally, I want these two cities (Chicago and Orlando) in the column chart, with "Count of student ID" as 1 for each of them.
Please let me know if I'm missing something.
