Is it possible to create such a visualisation in Power BI. This one is made in excel with a series overlap

Negative values represent % people rating the criterion as unsatisfactory and positive % represents the % people saying the category to be strength

You can try the custom visual Tornado from the power bi market place to get the result you want.
