DAX to consider two column joins (LOOKUP?)

Hello,

Can anyone help me formulate a DAX query or suitable alternative to the problem below?

The tables below include a Vacancy measure calculated from data in the Vacancy Table, and an Operational structure derived from staff Assignment IDs in the Master Table. I want to create a Team Vacancy column in the Master Table that 1) takes into account the Service attached to the in-row Assignment ID and 2) aligns the In Month column in the Master Table to the In Month column in the Vacancy Table (both MMMM/YY).
