Hi,
I was able to create a good Utilization % (Per month Per Employee) from the help of this site:

Now I have correct % for every month, every employee. ( or even the average over monthly)
My challenge is to show how many employees had 0% Utilization Rate, for a given month.
I can't use COUNTBLANK because Utilization Rate is a measure.
Is there another way to get a result using Hours Entered? (I have a table of Employees entering time by date to calculate Util %)

Please try this measure:
Measure= Countax(Filter('<tablename>',[% Utilization Rate] =0, [Hours Entered] )
If above measure doesn't meet your requirement, please share sample data you used and measure you calculate % Utilization Rate, also with screenshots about expected results you want to return. If possible, .pbix file with sample data is better.
