DAX Function

I'm trying to make a DAX function that will show two different values based on the current point in time. 

 

I have a Sales Data table with "Actuals" and "Budget"

 

So if it's currently March, what DAX function can I make so that I can make a matrix that looks like the following?

    MONTH(MAX(DateTable[Date]))<MONTH(TODAY()),
   [ActualsMeasure],
   [BudgetMeasure]
