Customizing colors doesn't work

Try this sample PBIX file. If it works in here, then I don't know what you've done in your file! If it still doesn't work in this sample PBIX file then it might be able issue with your Power BI Desktop version.
That's strange. Can you provide a sample PBIX file of what you're working on (excluding any sensitive data)? Also, please make sure you are using the latest version of Power BI Desktop.
It is strange. But I cannot send this file because everything in this is sensitive data. 😕
I am using the Power BI Desktop Version: 2.129.1127.0 64-bit (May 2024)
it is the available version of power BI in our on prem server
it is even stranger when I made a new PBIX file with this data and visual and still i cannot change the colors

That is definitely very strange. I'm using the June 2024 version and it's working fine for me. Obviously the format menu looks a bit different for me and you given the different versions, but fundamentally the functionalities are the same.
Change colour for all columns

Change theme
