Custom sorting - matrix with a measure

Hi,
I need to create a custom sorting, 
rows: department, region
columns: periods
values: a measure

The sort order should be as marked in the picture, the projects should be ordered accoring to when the first value appears,
for example project 'a' is the first on the list becaouse it has the first value in January, next would be the project that would have the first value February, then April.
