To address the issue of custom labels displaying in Power BI Desktop but not on the Power BI Service or app, you can try the following steps:
Check Version Compatibility:
- Ensure that your Power BI Desktop and Power BI Service versions are up to date. There may be discrepancies between features available in different versions.
Reapply Custom Labels in Service:
- Sometimes, after publishing a report, the custom label settings may not carry over correctly. Open your report in the Power BI Service, navigate to the visual settings, and reapply the custom label. This workaround has been effective for some users (Microsoft Fabric Community) (Microsoft Fabric Community).
Ensure Consistent Formatting:
- Check the format pane settings for the custom labels in the Power BI Service. It might still be using settings from a previous build. Updating these settings directly in the service can sometimes resolve the issue (Microsoft Fabric Community).
Check Data Series Settings:
- Ensure that the data series with the custom label in the desktop matches the series settings in the Power BI Service. Sometimes mismatched settings can cause the custom labels not to render properly online (Microsoft Fabric Community).

After I updated to the latest version (Jun 2024) of Power BI desktop, the labels cannot be shown properly like what happened in Power BI service.
