Custom filtering with slicer, a default set of values if nothing is selected on it

Hello,

I'm currently struggling with meeting requirement described below and I will really appreciate some help with it. 

In my report I have matrix with week number column in rows and some measures in values. Currently there is a visual filter applied on the matrix so it will show weeks 1,2,3,4 but what I would like to achieve is to have a slicer with week number column which would reflect all values from the column so more than 1,2,3,4 and I would like it to interact with the matrix in a way that if nothing is selected on the slicer the matrix would show the "base" valeues so weeks 1,2,3,4 but if something is selected the matrix should show the selection. I know there is no such thing as dynamically calculted column or table, I also tried measure using ISFILTERED and DISTINCT or VALUES but those were returning error when there was more than one selection on a slicer.
