Custom Table Visual in Power BI

I don't think you will find a Visual that fits that picture. You are probably better off designing and creating your own canvas. In the picture below, each element is a Card Visual. I have just placed them in a way that looks like a table.
Similarly, in your picture above, each "Application" can be its own Card Visual. You have the ability to fully customize each Card to meet your colour coding requirements. Place them on a white background, use the Shapes to create your titles, and you should be able to replicate what you have above. Hope this helps you in someway.
