I am trying to put my refresh date as to show the data refreshed date as of now in my dashboard. But I dont have the calendar table. If I have a calendar table then I know the dax to put the every monday date as my data as of function. But since I dont have a calendar table attached is there any solution ?

Subtract the weekday of the date from the date (select the option where monday is 0 and sunday is 6). That will always return the monday of that week.

I used a today function thinking that will show the date of my refresh. But it is typically wotking as current date. How do I use your suggestion in DAX?
Neither dates are useful. Always use dates from your fact table to identify when the last activity was reported.
so the problem with our calendar table is I dont have a weekday column to choose the recent activity
These are the columns in my calendar date table
Activities are in your fact table, not the calendar dimension table.
I would recommend you mark your Dates table as such (which validates contiguity) and to disable auto/date time hierarchies.
