Creating table for quadrant chart

Hi,

I have this table in PBI (here is an extract):

I want to create a quadrant chart with the % of the answers to Q17 on the X axis and Q18 on the Y axis.

I think I need to create a new table similar to this:

Health services1724
The level of crime1512
Affordable decent housing2230
Parks and open spaces5566

 

The quadrant visualisation will end up looking something like this:

Is the best way to achieve this by creating a new table by using delimiters and merging do you think? Or would it be easier to do this in excel first, and then import to PBI?

Percentage of what?  The total across the category?

 

Your sample data is insufficient.
