I want to create a quadrant chart with the % of the answers to Q17 on the X axis and Q18 on the Y axis.
I think I need to create a new table similar to this:
| Question category | Q17 count | Q18 count |
| Health services | 17 | 24 |
| The level of crime | 15 | 12 |
| Affordable decent housing | 22 | 30 |
| Parks and open spaces | 55 | 66 |
The quadrant visualisation will end up looking something like this:

Is the best way to achieve this by creating a new table by using delimiters and merging do you think? Or would it be easier to do this in excel first, and then import to PBI?
