Creating flag at a different grain

Hi,

 

Below is my data. All im trying to do is for each city im checking if Vaccine is Polio and Covid then Flag = 1(for all rows of that city)

If a city doesn't have both the values then it is 0.  Need to do this in DAX. Please help

MumbaiCovid1
MumbaiPolio1
HyderabadPolio0
BangaloreCovid0
GoaPolio1

Flag Column = 
VAR __isPolio = CALCULATE ( COUNTROWS ( Table ), ALLEXCEPT ( Table, Table[City] ), Table[VaccineFlag] = "Polio" )
VAR __isCovid = CALCULATE ( COUNTROWS ( Table ), ALLEXCEPT ( Table, Table[City] ), Table[VaccineFlag] = "Covd" ) )
RETURN
IF ( __isPolic >=1 && __isCovid >= 1, 1, 0 )
